P. Flanigan and Sons has been an area leader in heavy civil construction projects in Maryland for over 140 years. We service a wide range of transportation modalities from city streets to state highways, and from seaports to airports.

We are seeking a Project Manager. This role is responsible for the full ownership of heavy highway paving projects from start to finish. The Project Manager drives projects through all aspects, from pre-construction through closeout, including deliverables, administration, coordination, scheduling and financial performance. The Project Manager works closely with field leadership, estimating, scheduling, owners, inspectors, and subcontractors to drive successful project outcomes and ensure work is completed safely, on schedule, and within budget.  

Salary Range:    $90,000 – $130,000, based on experience

Responsibilities

PROJECT EXECUTION & LEADERSHIP

  • Plan, organize, and manage all phases of assigned projects
  • Lead project teams including superintendents, field crews, engineers, subcontractors, and vendors
  • Serve as the primary point of contact for owners, inspectors, and project partners
  • Build and strengthen relationships with current, past, and prospective clients
  • Handle special assignments and other duties as required

SCHEDULE & COST CONTROL

  • Develop and maintain project schedules in coordination with field leadership
  • Monitor budgets, job cost and revenues, and forecasting
  • Develop change order estimates and deliver client proposals
  • Identify risks and proactively implement mitigation strategies
  • Attend and actively contribute to job progress and project performance meetings

SAFETY & QUALITY

  • Champion jobsite safety and ensure compliance with company, owner, GC/CM, OSHA, and DOT standards
  • Work closely with safety leadership to maintain strong safety performance
  • Ensure work meets contract documents, plans, specifications, and quality standards

CONTRACT & DOCUMENTATION MANAGEMENT

  • Review contract documents, drawings, subcontracts, and scopes of work
  • Prepare and manage RFIs, submittals, change orders, billings, and project documentation
  • Coordinate with estimating and preconstruction teams as needed
  • Track progress with live schedules, as-builts, and completed quantities

Requirements

  • Valid driver’s license and clean driving record
  • 5+ years of heavy/civil construction project management experience
  • Hands-on knowledge of underground utilities, concrete, asphalt milling, and asphalt paving
  • Experience managing federal, state, and local government projects
  • Proficiency in project management, scheduling, and cost control software
  • Strong blueprint reading ability
  • Excellent communication, leadership, and problem-solving skills
  • High attention to detail with strong organizational skills
  • Track record coordinating multidisciplinary teams (engineers, superintendents, inspectors)
