Lanham, MD – The National Asphalt Pavement Association (NAPA) announced that Monroe Street, P. Flanigan & Sons, Inc., Baltimore,
MD, has earned NAPA’s Diamond Achievement Commendation for Excellence in Hot-Mix Asphalt Plant/Site Operations

The Diamond Achievement Commendation is a unique and respected self-assessment program that encourages and recognizes responsible hot-mix asphalt (HMA) operation practices and cultivates good community relations. As NAPA’s Chairman James E. Weeks noted, “The Diamond Achievement Commendation is an honor in which a company and a community take great pride. It clearly demonstrates a corporate commitment to excellence with a community focus”.
NAPA Developed this successful program in 1999. The self-assessment process addresses six essential facets of the HMA plant/site: appearance, operations, environmental practices, safety, permitting and regulatory compliance, and community
relations. Earning the Commendation exemplifies the commitment to excellence in all aspects of HMA facilities, and symbolizes continuous improvement in operations and community relations.

Monroe Street, P. Flanigan & Sons, Inc. has joined to elite ranks of the HMA industry by earning the coveted Diamond Achievement Commendation. All HMA plants/sites are eligible to earn the Commendation. The standard of excellence is challenging, but can be accomplished with genuine dedication to responsible practices and continuous improvement.

Most people are familiar with the importance of recycling traditional household items, but environment- and budget-conscious construction companies and developers have been making use of more unlikely recycled materials – concrete and asphalt – for year. In fact, asphalt recycling was a common practice starting in the 1970s, long before recycling became fashionable…

P. Flanigan & Sons’ Winchester Recycling Facility, located in Baltimore, is the first concrete crus…

P. Flanigan & Sons’ Winchester Recycling Facility, located in Baltimore, is the first concrete crushing plant in Maryland to produce 100% Recycled Crushed Graded Aggregate Base (GAB). that earns the approval of the Maryland Department of
Transportation Office of Material Technology (MdDOT OMT) for use on state-funded projects. Jeremy Funk, the Winchester Facility Quality Control Leader, and Herman Meusal, Winchester Crushing Plant Manager, diligently coordinated their efforts to
establish production procedures that resulted in material that meets all the specification requirements for Table 901B, Graded Aggregate Base, of the Maryland State Highway Administration Standard Specifications for Construction. Flanigan worked closely with MdDOT OMT reps George Hall, Assistant Division Chief, and Bill Armacost, Statewide Assurance Field Inspector, to achieve this important milestone in advancing the use of sustainable products in road construction. Approval of the use of the Recycled GAB will proceed on a job-by-job basis.

P. Flanigan & Sons is committed to utilizing high quality reclaimed road building materials to the greatest extent possible. Flanigan continues to explore material production methods that take advantage of existing resources and maximizes the use of reclaimed products. These initiatives reduce environmental impact by diverting material from landfills as well as lessening the need for virgin materials. Conclusion: P. Flanigan & Sons is a transportation infrastructure contractor committed to sustainability by developing and using recycled products.

Flanigan is the latest recipient of the Sheldon G. Hayes Award from the National Asphalt Pavement Associat…

Flanigan is the latest recipient of the Sheldon G. Hayes Award from the National Asphalt Pavement Association for the work on our project on I-97 between Baltimore and Annapolis. Since this is a national award, we are proud and pleased to be recognized in this way. The Sheldon G. Hayes Award winner is determined through a two-year process. Highway pavement projects using more than 50,000 tons of Hot Mix Asphalt are eligible for consideration.

Initially, they must win a Quality in Construction (QIC) Award, which is determined by numerical scores given by pavement engineers at the National Center for Asphalt Technology (NCAT) based on how well the contractor met the specifications and achieved density on the finished pavement. All the pavements that meet a benchmark figure are given the QIC award. The year after a project wins a QIC Award, it may be considered for the Sheldon G. Hayes Award. The top-ranked projects from each year are tested for smoothness, and then visually inspected by an independent pavement consultant with many years of experience in the industry. The award was presented to us at the Annual NAPA Convention in Phoenix in January 2008.
